The compensation of Orange County Executive Tom Mauk - who passed up the same job at gargantuan Los Angeles County to stay here with us, and got a nice raise in the process - totals $369,983, county figures show.
That includes all the perks and benefits, and is obviously the sort of number that sends rank-and-file members of the county’s employee union into tailspins, especially as their brethren are being laid off.
But, might Mauk be a bargain?
As county executive, he presides over a $6.7 billion budget - and he doesn’t make much more than the heads of other, much smaller local governments. Consider:
- The head of the Orange County Transportation Authority - Arthur Leahy (top right)- gets total compensation of about $328,000, and presides over a $1 billion budget. (OCTA’s budget could fit inside the county’s nearly seven times).

- The head of the Irvine Ranch Water District - Paul Jones (middle right) - gets total compensation of about $327,000 and presides over a $220.2 million budget. (Irvine Ranch’s budget could fit inside the county’s 30 times.)
- The head of the Orange County Sanitation District - Jim Ruth (bottom right) - gets total compensation of about $290,000, and presides over a $601 million budget. (OCSD’s budget could fit inside the county’s 11 times.)

Is he a bargain? No way. The County needs to get rid of him, the arrogant fool. He should have stayed in LA County.
He might be worth it, if he hadn’t been such a sucktastic failure. This budget crisis in California has been in a spiral for YEARS. Additionally, anyone with two living brain cells to rub together would have learned something from the county bankruptcy years ago. Mauk is as incompetent as those auto execs, and he wants to keep his job while putting hundreds of his people out of theirs? Fire him. You fail, you get fired. He has no moral authority left, and the rank and file hate his guts. Out with him, lets get someone who doesn’t think that a recession is a good time to go on a redecorating binge on the taxpayer dime is a good idea. Fire the guy.

He’s one of many entrenched public service execs that equate salary with quality, regardless of performance. I’m all for rewarding positive performance, at all levels, but to pay the guy over a third of a million dollars to preside over a malfunctioning bureaucracy is just as bad as the CEO in the private sector getting a huge salary while the company goes down the tubes!
Of course the group that set’s his salary and perks are not exactly examples of efficient, well managed government themselves!

It is too bad that the County values a man who browbeats his hard-working employees, such as Mr. Mauk did last week. The communication he sent via e-mails was disheartening and counterproductive. He is a man with a chip on his shoulder and seemingly, based on his words and actions, does not truly value the reasonable suggestions of the work force. He has ignored or at least gone silent on many cost-saving suggestions. The fiasco last week with him not even doing the homework required to prevent the layoff of an individual serving overseas is just a taste of the lack of oversight he is providing. 300K+ a year to be a buffoon and not pay attention? God help us…

Actually, Mauk presides over someone who presides over someone who presides over someone who presides over executives who preside over managers who preside over supervisors who preside over the budget. This guy is to watching over the county budget as the Queen of England is to watching over the British budget. Although I hear Mauk wears a nicer tierra when sitting in Moorlochs office playing twister.

That Tommy Boy makes 10 times the average pay of a county employee is no real surprise. It also should not be a surprise that he would constantly defend himself and his high paid brethren as that is what he is really paid to do. This republican led county has been trying to pass off the “business model” of operation since they hired Jan Mittermeier and called her CEO. Jan was 10 times the manager this buffoon is. And, she worked for a lot less. The republican model of “county as business” means that the executives pay themselves top salaries and heap extravagant perks and benefits on themselves while making sure the average worker in orange county looks “overpaid”. Then they pat each other on the back and convince themselves they are worth it because they are the “brains”of the operation. The brains amount to a horses patoot.
The really sad part is that, last week, Teri Sforza tried to convince readers of the Total Buzz how unbiased the Register and, in particular she, is and was called out by me and a few others for her obvious misstatement. If you don’t read this story and her justification of Mauk’s salary by trying to compare it to other execs in the county as biased, you must be brain-dead. When she compares Mauk with Aurthur Leahy and Paul Jones, she makes it sound like Mauk isn’t such a bad guy after all. She should have been outraged that any of these three people are making the kind of money they do for the kind of job they do. OCTA is so poorly managed that they decided to put their problems on the backs of the poor working class who are forced to pay higher fees for lousy service that OCTA is constantly threatening to cut. Paul Jones is just another executive of a “business” trying to get as rich as possible while charging more fees so he can make more money. We are all public servants. Why is it so bad for the worker bee to be paid a decent wage but it is OK for the execs to be paid top dollar? Face it, Teri, the OC Register is about as unbiased as George Bush.
Actually there is two things to question here. Is the position a bargain for the pay and is the person a position for that position. In comparsion the pay is a bargain for the position. Based on the skills it is required to lead a county, any CEO could get a much higher paying job in the private arena. Even when the county is cutting jobs, it takes a skilled leader to drive the boat, so to speak. Do not mistake, I am not saying Mauk is that guy or not. I am just saying the pay reate for county CEO is reasonable. Now on the otherhand is Mauk himself a bargain for the position and pay. I am not sure at this point. There are two sides to every story, and this one has yet to play itself out. If he leads the county to a better place (whereever that may be) then yes he would be but on the other hand, if he does not, then it is a waste of money.
The reality is there is a lot of wasteful spending in government, partly caused because of the way governmental budgeting is done. Until you understand governmental budgeting, which is done completely different that how you or I do personal budgeting, it is difficult to put the blame on one individual person. Until some of the legal requirements of governmental budgets are changes, true reform will not happen. The county is not different than any other business, it should operate on the principle that we can only spend what we bring in. The same way we all have to do.
A good leader while evaluate all positions and programs, cut those that do not work and build upon those that do. It takes a collabrative approach, which does not appear to be happening on either side. I have been part of an employees union at a governmental agency, so I know the them vs. us attitude that exist on both sides, and quite frankly it is a lose-lose relationship. The bigest lost is to the public.
Somehow this has become a win-win for everyone. It may take some cuts to get there, but there are programs that are not working and spending is out of control on many levels, not just the executive level. If the county was operating effecttively all along, than there we would be not crisis. Unfortunately, positions have to be cut on ALL levels from the top to the bottom and across the board. Poor planning has caused it to be done this way
All of the examples listed above are overpaid for what they do. What does Mauk really do? Is he working 60-80 hours a week helping to solve the County’s problems? Of course not…you are lucky if you see him at the HOA past 3.
yes, I agree that over the years OCTA has done a poor job. They have allowed the public employee unions to commit grand theft against the ordinary taxpayer through outrageous pay and benefits for the average OCTA worker. And they have hidden the fact that confidential license plate holders (select government trough feeders) have been breaking our traffic laws with full immunity. Some had hundreds of unpaid tickets that would cost the average citizen tens of thousands of dollars to clear off the books! All of the trough feeders are dirty. They don’t produce money. They devour it!
Bargain? HA! Seriously - it is only relative because that type of salary news sends 10 social workers that just received lay-off notices to the BAR AGAIN!

As a County employees, we received a letter from him praising efforts of managers that voted to postpone their merit increase but he offers nothing of his own to match them…then has the audacity to say, keep sending those suggestions on how to cut costs and save money. WE’VE BEEN ANSWERING… they (BOS and Muck) won’t do a THING if it relates to them. ONLY if it’s about someone else having to cut back or go without.

OCTA always hand out there money to the private sector. 22 freeway project did not complete on time schedule. The cost was balloon from 550 million to 900millions or so….

I’d like to see you drive a bus full of people who: leave the place a mess; can’t figure out where they are going until it is too late and then blame the driver; threaten the driver on a daily basis; repeatedly have to remind the daily riders that it is EXACT CHANGE ONLY; etc.’; etc.
The opverpaid folks at OCTA are the president and so-called managers that have the same problem as the county BoS: they are so full of themselves and too busy patting themselves on the back while stuffing their pockets with taxpayer and rider money that they haven’t got time to provide efficient, quality service to the county. A family needs to make about $150-200K a year in O.C. just to live comfortably in a good neighborhood. That fact that he is the head honcho for a wealthy county in California, I think his compensation is appropriate. Keep in mind, the number quoted isn’t his salary alone, but includes all benefits he receives.
This must be a trick question. There is no way that position should be paid that much. If managing county government is so difficult that the pay must be this high (in some people’s minds), then it needs to be scaled back. I’m sure there are a lot of management jobs that need to be eliminated. These measures would ease the perceived demands of the job.
Lining up all of the waste of space local government exectutives is not a true comparison of value. If fraudulant sub prime lenders can jack up the values of houses in crime ridden Santa Ana neighborhoods it doesn’t mean they are actually worth that much money. And like we have already seen in the housing market I think the local government executive salary bubble is about to burst. We contsantly read that these people would earn much more money in the private sector. Only one problem with that. I have never seen a single one actually leave and go work in the private sector to prove that theory. Where are all of these scary job offers? Judging from their actions and behavior one cannot claim they stay with local governments out of some sense of duty or public service. This county and these bueracrats disgust me.

If one wants to see the Way OC is going with highly paid executives screaming about how the exorbitant wages of the working county employees is ruining the county and driving it into bankruptcy, one only has to look to Vallejo. There, the city fathers could not see past Mare Island Naval Shipyard. When the military pulled out, so did their economy. But the city fathers were so busy lining their own pockets they failed to manage the crisis properly, relying on “Marine World” to keep them afloat.

not referring specifically to the bus drivers. they are the bottomfeeders of OCTA. I’m talking about the road crews, engineers (i guess that’s what they call themselves), and managers. outrageous pay and pension benefits. until those are targeted across the board it will be an agency trying to hold it’s head above water. and allowing the confidential license plate holder trough feeders (thousands of them) to commit traffic violations in OC and NOT be held accountable on their driving records or financially, is just one component of proof when it comes to their outright malfeasance and corruption.

The BOS and top executives like Mauk, should turn in their County vehicles or suspend their car allowance, suspend their taxpayer provided 401K contributions and get their head out of their butt. The county is in a severe crisis and no one has done anything, besides laying off county employees. They should be setting an example for everyone else. Instead, they use the ” do as I say, not as I do ” model.
Moorlach has been the biggest disappointment. The word “baffoon ” comes to mind, when I think of him.
Maybe not out of line with all the other electeds and top dogs that have boosted their salaries while they kept the attention on the little guys over the years………but in deperate financial times keep the salary and give back some of the perks. The same goes for the Board…keep the salary but give back some of the perks.

His emails bullying the employees are absolutely laughable. He pretends that he wants to save money, but I, and many others, have been putting in suggestions for YEARS, and no one ever even acknowledged them. The waste in the county is ridiculous, especially at the top.
I have a supervisor. She has a supervisor, who has THREE supervisors. Those supevisors have FOUR more, and all they ever do is go to meetings. The people who do the real work, serving the real people in the county? They are getting screwed by Mauk. But here’s the scoop, citizens, here’s the bottom line. Mauk, Harita and their gang hired hundreds of new workers, trained them at a cost of tens of thousands each, just so that they could look good for the state and the feds when there was cash to be doled out. That money, the federal money, is now proudly displayed with their shiny new offices, computers, conference room and break room. Also, the upper management have paid retirement, paid retirement medical, $800 a month car allowances, and they work far less than we do.
I say that it’s high time that we strike! I would dearly love to see Tom Mauk smirk like that when some homeless guy who hasn’t showered in two weeks is sitting across from him, picking lice out of his hair, as he takes his application. Yeah…I would pay good money for that.

Why do we need him? He was hired to oversee the BOS after the bankrupcy. If they were doing their jobs he wouldn’t have been hired. Now we have to pay him and his entire staff. Why? We are no better off now than we were before the bankrupcy. Fire him and vote the whole BOS out.

This is the same ole song and dance. Rank and file complains about management salaries and management complains about rank and file. Round and round it goes. Someone needs to apply some basic economic principles to the county budget including salaries. In all industries, including SSA managers make more than line workers, so it would make sense county CEO would make more. If the CEO is not effective then he should be terminated. The issue is not the pay, and his salary along could not fund 10 SSA workers. SSA workers make more than 30 or 35 a year. Again cuts across all lines are needed. Money in needs to much money out… that simple.
In principle, I don’t think there’s anything appalling about Tom Mauk’s salary, given the level of responsibility he has. What I do find appalling is the lack of any consequences for the department heads who make major financial screw-ups and get away with them. He ought to give some of that money back to the county coffers as a personal penalty for not exercising better leadership.
He gets paid this much money yet shows no professionalism or respect for himself or his fellow county employees. Do we really need someone working in public sector who really doesn’t give a ?!#@ about “the Public”

What he makes may be comparable to his responsibility…but when the funds are not there to pay for employees to staff positions for departments that he is responsible for…then he needs to find the funds elsewhere…not by letting people go…
Sound business practices, fiduciary responsibility. Executives pay needs to be tied to performance. Decrease the base salary and bonus’s to be given only if budgets are met. Severance packages of executive’s should be eliminated and money recouped from poor performance. Mauk could do the worst job as CEO and will still walk away with a very generous severance package. We must return to the business model of the past, accountable, goal orientated, results driven performance.
I think The Register is doing a public service when it makes the public aware of CEO Mauk’s salary, as well as the salaries of the other agency heads listed (Leahy, et. al.). However, The Register comes to the wrong conclusion. Just because Mauk’s salary is comparable to the other agency heads does NOT make him a bargain. The correct conclusion : ALL of them are OVERPAID.
These various governmental agencies try to justify these enormous salaries by saying that they are following the “private business model” and paying what they have to in order to get “quality” people. However, this is just nonsense.
Other than the bloated salaries paid to those at the top, nothing else about the county is run like a private corporation. In fact, if the county actually was a private corporation, it wouldn’t even exist — remember the county went bankrupt not that long ago, thanks to the “quality” people in charge.

CEO is more than a class specification… it is a leadership position. Mauk might be well qualified for managing a huge organization like the county but he is not a very strong leader.

Maybe Mauk’s salary should be connected to some performance standard of some kind. For instance, -$1000 a year for each county employee that is laid off because of his shortsightedness.

Mauk sends the county employees bullying and threatening letters each week about the pissing contest he has going with Nick. Basically, we are ordered to keep our mouths shut and support him, or he will lay off 800 more people. He’s a sadist, a creep, and using county email to wage his little war.

Why don’t we stop providing benefits for illeal immigrants? This would free up hundreds of millions of dollars at the county level alone. No more lay offs and money left over to spend on people who are actually here legally. The State of California spends over $12 billion a year and they have a $42 billion deficit. Wake up.
Most of the commenters are crazy. Mauk is doing one of the hardest jobs anywhere, and he earns every penny he makes. He has to deal with the issues caused by declining revenue over which he has no control — it’s not like he can just market harder or sell more stuff to turn things around — and still deliver services mostly mandated by state and federal requirements. He has to try to lead and serve thousands of employees of many different types, many different backgrounds, many different levels of education, but without very much discretion over who gets hired or how to fire them once they’re hired. He has to work for every resident of the County, but at the will of five different bosses elected by the residents, and still be harangued by the press, the public, and his own employees. Mauk works at will, and could be fired tomorrow if the Board thought they could replace him with something better. If you want to work in that situation, go ahead and send the Board a resume and see if they don’t just laugh at your experience and qualifications. Should he make so much less than a guitar player or a sitcom star? No, but we all have to live with reality. Get over yourselves.

Well I am a real taxpayer also, and I think if Maulk really DID his job, then there would be accountability and he would not have to be doing so mych back-peddling! The only service Maulk is bent on continuing is LIP SERVICE! Maulk doesn’t and hasn’t been working for the every person in O.C……he was right there not supporting the Womens Transitional Living Center was getting NO SUPPORT! County workers work in the kind of environment every day, so go on playong that tiniest violin!

It seems to me that the heads of any organization, be they public or private, tend to be grossly overpaid and pampered. Think about it, most in positions of high authority have a stockade of minions to do their bidding while they fill their calendars with endless meetings. And what do they typically do at these meetings? Much of the time is spent congratulating one another on this or that and propping one another up. I have to say no, their compensation is far too generous for what they actually accomplish.

Les, I agree. But the reality is that we do not provide services to illegals aside from nursing home care, pregnancy/family planning and life threatening medical emergency.
However, because they drop their babies on this side of the border, we pay out BILLIONS in medical, foodstamps and welfare for their kids, because they are CITIZENS.
You want to balance the budget? Change immigration law. Make it so any child born of illegals cannot become a citizen till they are 18, and only if they have a clean criminal record, graduate from school and serve two years in some kind of public works like military.
I guarantee you, the flow of illegals to this state will dry up.
We need to urgently pass a county-wide measure that controls the pay and perks for all the higher ups working in the County of Orange Government, from the CEO thru the BOS and down to the Adminstrative mangers.
If they don’t think they get paid too much, unlike what the taxpayers believe we need to immediate start a signature drive that controls their compensation and rids them of perks.
There is a special election in early 2009 so lets do it.
I would say given the current economic conditions and all these stories in the OC REgister regarding the pay and perks of these so called public servants, the OC voters would wait in a hour line just to sign a petition to put this measure to the voters.
Let’s do it … All these Water district execs, county execs, BOS need to cut it out the fat and since they are not willing to cut their pay and their fellow cronies, we need to do it.

Orange CEO is over paid as are many of the county managers. The have maintained theri jobs on the backs of the hard working county employees and now they are being laid-off as the managers get a raise. Fire all the managers and promote the hard worker that will not forget where they came from and who truely provides the service to the community.

Tom Mauk and John “Moron” Moorlach are jokes. They are out for personal gain and do not care about their own employees that make them look good. Working with the public and handling the complaints is a lot of stress and if the public likes to complain, they should think of how it feels to do that job. Mauk and Moorlach don’t have a clue what it is like, so with them complaining about “threats” and upping their security, they aren’t used to it as many of those that take the calls have to deal with. So most of the county employees deserve the amount they get paid to do. If you compare salaries to private, it’s nearly the same. However, the BoS think they are handling a private entity and they forget that they are working to serve the public. They need to get a clue. Cutting county workers is not doing the community justice. They just want to keep their own pockets full. But they are just full of B/S.

I have contacted local members of congress and other groups to start a petition so that no County employee will get paid over 100k. This is just foolishness.
He will do anything to keep the big bucks flowing his way…I really liked the way he used OC as a bargaining chip a few years ago by saying he was leaving to go to LA County…just to get himself another raise…he was never going to leave, just wanted everyone to think he was. The media bought that one hook, line and sinker. JERK!
