So we all know that the deputy sheriffs are in the crosshairs of a county lawsuit that seeks to rescind generous pension benefits granted in 2001.
Treading into the crossfire, The Watchdog thought it would be interesting to take a look at the most recent tax returns of the union representing said deputies - The Association of Orange County Deputy Sheriffs, which has about 1,800 members who are “fervently committed to public safety.” (The union is exempt from income taxes, and files returns annually with our friends at the Internal Revenue Service. The following figures are based on the three most recent returns posted on www.guidestar.org, for 2004, 2005 and 2006.)
DOLLARS FOR HEAD HONCHOS
- Compensation for the union’s officers, directors and key employees increased 74 percent over three years, from $300,592 to $522,939.
- Total compensation for then-general manager Robert J. Macleod increased 80 percent, from $115,522 to $207,677 over the same period (the latter figure includes deferred compensation and benefits totaling $66,896).
- Compensation for President Wayne J. Quint, Jr. increased 29 percent, from $185,070 to $239,296.
Macleod has since left the union. The general manager is now Mark Nichols.
WHAT?!
President Quint returned The Watchdog’s call last night (thank you, Mr. Quint), and was a bit flummoxed by some of these figures. “I don’t make $185,000 or $239,000,” he said. “That is not my salary. I make about $150,000 in salary.”
The Watchdog apologized and explained that she took the numbers right off the union’s own tax returns.
The figures, Quint said, might reflect his total compensation, with benefits factored in. But not his salary. (The tax returns, however, list “zero” under Quint’s benefit plan contribution, deferred compensation and expense accounts. We’ll post further clarification as it emerges).
Quint asked us to stress that “this is not taxpayer money, not one cent.” Union salaries are paid by the deputies’ membership dues, which produced $1.35 million in 2006.
As my colleagues noted in their investigation of overtime at the Sheriff’s Department - which has enraged many deputies - Quint is on formal leave from the department to concentrate on his union duties. Under the union contract, the Sheriff’s Department continues to pay Quint’s salary, and the union reimburses the county for the salary, overtime and benefits. (Quint boosted his paycheck with $35,908 in overtime in 2006 and $38,548 in 2007, according to the Register’s analysis.)
Quint also asked us to find out what sort of raise others of his rank received over the same time period. He expects it will turn out to be 29 percent, if that’s indeed what his raise was. We’ll post the answer to that question when we get it as well. (We’ll be calling, Amormino!)

Its members are fully sworn deputies, investigators and sergeants of the Orange County Sheriff’s Department and the District Attorney’s Bureau of Investigations. “Our members proudly protect, at any risk or harm to themselves, the residents and visitors of Orange County, California, 24 hours a day, seven days a week,” the union’s web site says.

Yes, the members pay the salary for the Manager and the minimal office staff, and reimburse the county for the salary, benefits and overtime of the org. president, in this case Quint. So, what is your objection? How about watchdogging the hiring practices of the board of supervisors, you know, all the contracts they hand out to Maneiro’s lawyer friends?

Oh Geeez…OCR, take any police officer salary and you will see the total compensation area is an unusually high number. That’s our benefits (e.g. medical, dental, worker comp, etc.) The Sheriff’s benefits arent as good as some other cities like Westminster, Fountain Valley, etc. Get a clue. The only good thing about this article is truely shows your lack of credibility.

I look at numbers all day and just get very offensive when financial data is not presented correctly or without the full facts. I will look at Sheriff’s Union more closely when a get some time later this week.
However, as we can already see the writing of Ms. Sforza and the OC Register has, as the Boy Scouts stated, is once again very disappointing and with an inappropriate angle.
When will newspapers stop trying to sell headlines?

GO BACK TO THE AMOUNT OF TAX PAYER MONEY BEING BURNED BY THE HOSPITAL EXECUTIVES… THIS IS CLEAR CUT TAX PAYER REVENUE.
Take a look at the hospital revenue declarations at OSHPD.
OSHPD clearly shows that there is huge amounts of tax payer money flowing to the hospitals.
No explanation has yet been provided.
This story seems more like a shot over the bow of our hardworking law enforcement officers.
I would discourage even mild attempts at threatening our LEO’s and instead focus on the answers to the questions posted on this blog.
OC Register looks like it has an axe to grind with this column. It would be wiser to just keep researching and publishing more on the same topic…. where does our tax payer money go?

Medical care in this country is paid for largely by private insurance companies. Where do you get the idea that becasue a hospital is nonprofit, it is taxpayer-funded?! I’m really quite bemused.
We’ll get some more specific breakdowns from the hospitals about revenue flow, but you do NOT get taxpayer money because you are a nonprofit hospital.
However, remember as you pointed out, every dollar given to a non-profit is a dollar taken away from tax revenues ;).
So is it not funded indirectly by our taxes?

I believe about 2003 the board and the assoc agreed to allow the AOCDS to compensate their president (currently Mr. Quint) for overtime worked up to an average of that worked by others in his rank. Up to, but not over the average. This compensation comes solely from the membership, not taxpayers. Considering the guy works 10-12 and more each day and most evenings and weekends on our behalf, we have no problem with it.
How much are you paying monthly in dues? Do you have to pay dues? Who sets the price?
JohnB; no, you don’t have to, its not a “closed shop”. Of 1800 elegible membership, about 25 choose not to join/paydues, but still participate in all benefits except those paid for by the duespaying members ( e.g. legal representation co-op) The dues are 1% of base pay, but updated only every 10-15 years. They are probably now based on a wage of 5years ago. Dues are set in the by-laws, by vote of the membership.

You are not going to be able to educate some readers as Bucky said with your very informative reading assignments. Some people could care less and just want to argue that your numbers are wrong.

I’ve actually known more people in uniform in many ways. I’ve worked with law enforcement, myself. And I don’t just mean local. I don’t recall arguing that the Sherrif’s shouldn’t receive an increase. It is dishonest for you to say that, but it helps your case, doesn’t it? Besides, why are you throwing the whole organization out in front to take the bullet for the GM of the union?
You had no problem with Strongsidejedi hijacking the other boards. You said nothing. You even threw in your tangents and innuendo. You had no issue with loss of focus when you threw out all that chaff to cloud the issues and change the subject.

I haven’t made any comment about the Sherrif’s department. The few OC Sherrif’’s I’ve known are upstanding individuals and I’m sympathetic to what they went through with Corona. Again, aren’t we talking about the GM of the union?
Alan does no service for the boys and the disaffected volunteers in Scouting at the unit level. He only sticks up for the upper management.
I like the honor by association bit—Sheriffs and Scouts. The appeal to pity is wonderful. But, those Sheriff’s are pretty big and have guns. I’m sure they aren’t easily picked on.
There is only 1 (one) Sheriff everyone…then there is an under sheriff or asst. sheriff etc…But only one sheriff.
Obviously there was no hijacking of any boards. The comments were fact based and not attacking on others.
The attempts by some here to attack the personality of the individual rather than focus on the facts is reflective of “internet troll” behavior.
